Study on EU copyright and related rights and access to and reuse of scientific publications, including open access

« This study analyses the role that EU copyright rules play in enabling or hindering access to and re-use of scientific publications, including through Open Access. It finds its starting point in the connected but distinct notions of access and re-use. The study examines the possibilities for re-use enabled by the exceptions and limitations to copyright recognised in the current legal framework. It also examines the fundamental rights framework that underpins these. It considers two ways to facilitate access to scientific publications: via non-legislative and via legislative means. On the basis of the analysis, the study draws conclusions in the form of legislative and non-legislative recommendations. (…) »
